The Communion is a Neutral, Tamriel-Wide Community Role Play Guild that organizes individuals to create an immersive, realistic, lore-appropriate underground world in the Elder-Scrolls Online role play community. The Communion, an elite criminal syndicate which is thought to be just a 'bed-time story' or 'myth' invites organizations into the fold of whom are worthy and align with The Communion's larger purpose - true freedom by eliminating slavery, ending corruption in the highest places, and dispelling the real evils of Tamriel. Although each independent and guild within our hub has it's own aesthetic and theme, the overall aesthetic of The Communion bridges both Robin Hood and "the mob".
Those who view themselves as a criminal with purpose, part of the underground, or in need of protection from the truly corrupt are all invited to join. This means that anyone from the highest of mob bosses, lowliest of criminals, and even innocents who are battered and beated by those who are truly evil can join for the benefits, protection, job opportunities, and connections.

In the past few generations, The Communion's coordinator is none other than House Rousseau at-Rabiah - which is held to be the upmost secret. House Rousseau at-Rabiah has a very public, legal presence in far-reaching political realms that must be maintained to uphold the goals of The Communion. Although House Rousseau at-Rabiah serves as the overall coordinator and upholder of the Code, the overall path of The Communion is guided by a 'round table', which is made up of elected officials approved by the overall coordinator. These individual serve as 'bosses' in their area, assisting to coordinate The Communion and receiving payment for doing so.
The Marquess Rhea Rousseau at-Rabiah is known as 'Rose' in the underworld, with her true identity unknown. To this day, no one has uncovered the true identity of 'Rose', save for those she trusts that joins her organization. It is said, that those who try to reveal her identity... are never heard of again. Out-of-character, House Rousseau at-Rabiah works to actively coordinate all guilds and individuals involved, help with guild organization and promotion, and holds community plot-lines.
House Rousseau provides services akin to an 'insurance policy' to all those that join. Annual dues are paid (IC only) to House Rousseau, purely to keep these services provided that would realistically cost coin. This coin is earned back two or threefold through the jobs offered by The Communion, so the annual dues serve as an acknowledgement of loyalty and continued belief in the groups' goals. At no time does House Rousseau have any IC or OOC control over any group - this is a service provided only. Annual dues end up costing around 250 gold per individual, per year. This is, again, only an IC payment. No OOC coin is passed. The payment remains the same with no negotiations, to uphold their promise that all groups and individuals will be treated neutrally by House Rousseau. Advocacy for secrecy and ideals within a public and political forum due to Rhea's political standing/trade and her families far-reaching 'friendships' due to their generational work as leaders of The Communion. House Rousseau works to politically and publicly "squash" anything that would effect The Communion or its members.
Utilization of the House Rousseau Inn AND the multitude of safe houses across Tamriel as a neutral environment where any individual from any criminal group can visit safely without fear of attack. Part of the Code of Honor is that there must not be any unauthorized killing or harm on the grounds or within a mile of its walls. Any who break this rule will be killed and their group removed from membership. (Think John Wick and The Continental).
Utilization of the House Rousseau Inn AND the multitude of safe houses across Tamriel to conduct business safely with allied or rival groups in meetings or discussions to create contracts, form alliances, search for compromise or solutions, draw boundaries, claim ground, debate ownership, seek answers to accusations, or formally declare war between rivals.
Utilization of House Rousseau trade routes and smuggling to gain access to other factions.
All jobs/contracts that come to House Rousseau's desk that do not either benefit their skooma trade or to uphold The Communion's Code of Honor will be passed on to the membership. This generates work/money for your group.
Communication between allied groups to benefit the business dealings of the other.
Protection of House Rousseau to ensure all groups that are in membership uphold this code. If the code is broken, the offended group should report the offense and their plan of action to House Rousseau for informational purposes as well as if assistance is needed.
Temporary safe haven for those with a bounty on their head to negotiate payment.
Physician that works outside of the public eye.
Agreement of 'gentlemenly' conduct between groups involved even within conflict.
Coordination of all group leaders if there is an overall threat to the community as a whole.
Those who join are protected under the Code of Honor which upholds the concept 'honor amongst thieves'. As House Rousseau also will uphold the Code, they will never act in any other situation except in violations of this Code without request. Meaning, your group will also be its own separate entity, outside of House Rousseau influence, save for violations of the Code. For example, part of this Code is that no violence can occur on Communion neutral territory (like the House Rousseau Inn or safe houses), but if an assassination occurs on those grounds, House Rousseau would uphold the Code.
